Portugal feels that the United Nations Environment Programme (UNEP) needs to have universal membership and non-voluntary financing.
Portugal would also like major partners to propose voluntary commitments, because they feel that mandatory measures are very difficult to implement.
Portugal wants to see individual countries propose and submit their own plans. This process should empower countries as well as encourage the private sector.
Portugal believes that Rio+20 needs to produce concrete targets on oceans, fisheries, energy, and security.
